Tallinn, 13 January 2026

The Baltic Press Publishers’ Collective Management Organisation (BPCMO) entered into
an interim licence agreement with Microsoft. The agreement covers the use of press publications on search engine Bing.

Microsoft is the first major technology company to respect the rights of Estonian press
publishers and comply with the provisions stipulated in Article 15 of the EU Copyright
Digital Single Market Directive and Estonian copyright law. Press publications provide valuable additional value to a search engine through their quality, user appeal, and
trustworthiness. Paying remuneration to press publishers for their content is essential to
maintaining the quality of journalism and ensuring the sustainability of the media sector.

Mr. Erik Heinsaar, Chair of the Management Board of the BPCMO: “Quality independent
journalism is of utmost importance to Estonian democracy and free press. Press publishers make substantial investments and put a lot of effort into producing highquality media content. The BPCMO is pleased that Microsoft respects the rights granted to press publishers and appreciates their value to a search engine.”
